I don't really understand why this page is here if it won't work:
Or this note should be clearer, and be the first thing on the page:
"Note: As of June 22, 2022, DigitalOceanv is blocking SMTP for all new accounts."
Eg, "for all new accounts, so the information on this page is no longer relevant."
Probably best to remove the whole article though.

I should also note the link to the Sendgrid marketplace app in the note is broken, as it is on this page https://docs.digitalocean.com/support/why-is-smtp-blocked/ I'm hoping this page helps but not very intuitively named for those wanting a simple outgoing low volume email service https://www.digitalocean.com/community/tutorials/why-you-may-not-want-to-run-your-own-mail-server#hosted-mail-services
Edit: OK so the first link on this article sends you to another page about setting up Gmail on SMTP, which won't work, but this page doesn't have any notes on it.
