Release Note "SMTP ports 465 and 587 are now blocked on Droplets."

Can you be clearer about this please? Is DigitalOcean blocking incoming connections to droplets on these ports, on both the public and private IP addresses of the droplets? What about outgoing connections from droplets on these ports?

I got the problem with outgoing connections to smtp port 587 from Match 10th 2025.
